LTC Counsultation – Your Response – Question 4

Before reading this post please consider reading Statutory Consultation and LTC Consultation – Your Response if you haven’t already!

As outlined in those posts there is also info on the official HE website and on our website.

Please DO NOT copy and paste any content on our website (or anywhere else for that matter!) into your consultation response.  In 2016 HE lumped together 13,000 responses as 1 response as they considered them to be an organised group response as they used a template with a free comments box.  We do NOT want a repeat of that this time around, and they have warned us they will do the same again if they consider responses to be organised responses.

Question 4 – Connections
  • For the purposes of this consultation question, HE have divided their proposed route for the Lower Thames Crossing into two sections, starting with the section to the south of the Thames, and then the section to the north of the Thames.  They have described the proposed connections between the Lower Thames Crossing and the surrounding road network in Section 5 of Your guide to consultation, and in Approach to Design, Construction and Operation and their Map Books.
South of the crossing
  • This refers to the proposed junction between the Lower Thames Crossing and the M2/A2.  It also refers to the relationship between the Lower Thames Crossing and the existing road network, including new bridges, underpasses and diversions.
Q4a. Do you support or oppose the proposed junction between the Lower Thames Crossing and the M2/A2?
  • Here you have a choice to select from Strongly Support to Strongly Oppose

You may find this doc that the Lower Thames Crossing Association created for south of the river helpful – https://ltca.org.uk/featured/a-guide-to-completing-the-consultation-questionnaire

Q4b. Please let HE know the reasons for your response to Q4a and any other views you have on the relationship between the Lower Thames Crossing and the existing road network south of the crossing, including new bridges, underpasses and diversions.

Does it concern you that Gravesend East loses direct access to the A2/M2 eastbound? That the new access is via 6 or 7 roundabouts to Brewers Road in Shorne?

Does it concern you that Shorne loses direct access toA2 west at Halfpence Lane? Access to the A2 west would be via 5 roundabouts to Gravesend East.

What happens when there is an incident at the Dartford Crossing Bridge (southbound) and traffic has migrated to the LTC and there are only 2 lanes from the LTC to the M25 westbound?  Do you feel this would cause chaos, congestion and more pollution?

Does it concern you that even without traffic detouring to LTC when there is an incident at the Dartford Crossing there are only 2 lanes at the south end of the LTC in each direction. So 2 lanes to go coastbound (east) on the M2/A2 and 2 lanes to go westbound on the M2/A2.  Does this not create bottlenecks, resulting in chaos, congestion, and more pollution?

North of the crossing
  • This refers to the proposed Tilbury junction, the A13/A1089 junction and the junction with the M25.  It also refers to the relationship between the Lower Thames Crossing and the existing road network, including new bridges, underpasses and diversions.
Q4c. Do you support or oppose the proposed Tilbury junction?
  • Here you have a choice to select from Strongly Support to Strongly Oppose

Consider the impacts of the junction at Tilbury, which is for the rest and service area, and maintenance depot.

Consider if you are happy that the Tilbury link road has been removed from the LTC scheme.

Does the removal of the Tilbury link road create issues elsewhere?

Do you think this junction is too close to the tunnel portal?

Do you think there will be confusion over the access road to the control room at the Tilbury junction roundabout?

Are you happy to have the service station here, since this is the only reason for this junction?

Do you have concerns over Station Road access to the service area and the impacts it could have on local roads and residents?

Are you happy about the visual impact of the LTC going over the railway line?  What about the pollution affects of this too?

Do you feel this junction creates yet another barrier for those in East Tilbury, splitting them from other communities?

Q4d. Do you support or oppose the proposed junction between the Lower Thames Crossing and the A13/A1089?
  • Here you have a choice to select from Strongly Support to Strongly Oppose

Do you think there are adequate connections between the LTC and the A13 and A1089 (especially south!)?  Is 1 lane from the A1089 north onto the LTC enough?  Should there be access to the A1089 (south) directly off the LTC?

Are you happy there is no access to the LTC/A1089 (south) from the Orsett Cock roundabout?

Where will you have to go to get on the LTC/A1089 from the Orsett Cock roundabout? Do you know anyone you can wave to in Stanford and Corringham when you take that detour?

Does it concern you that Orsett Fire Brigade will have to detour to Stanford/Corringham junction on A13 to get back westbound along the A13 to access the LTC?

How will traffic migrate to the Dartford Crossing/M25 when there is an incident at or on the LTC?

Are you happy about the impacts the work on these junctions will inflict on you during construction?

How will the realignment of the old A13 (A1013) near the Orsett Cock impact you?

How will the realignment of the A13 westbound slip from the Orsett Cock roundabout impact you?

What do you think about the fact that traffic coming off the M25 or out of London on the A13 heading eastbound will have to go all the way down to Stanford junction on A13, to go up and around the roundabout to come back westbound on the A13 to access the LTC?  How will this cope when there is an incident at the Dartford Crossing bridge?

What impact will it have that there is no A13 westbound access from the LTC?  How will traffic using the LTC wanting to go to Lakeside get there for instance?  How will traffic migrate to the M25 if there is an incident on the LTC north of the A13 junction?

Do you think the LTC onto the A13 eastbound slip road is too close to the A13 eastbound filter lane off to the Orsett Cock?  Will this cause incidents of weaving traffic and create an accident hot spot?

We all know how dangerous that tight bend at the top of the A1089 is.  Do you have concerns that HE seem to have mimicked that bend twice directly north of it?

Are you happy that the bridge on Rectory Road, in Orsett over the A13 will be removed, with a new road going through the middle of the Orsett Showground and then a new bridge over the A13 onto the newly aligned ‘new’ old A13 (A1013)?

Do you think it is acceptable that Whitecroft rest home will be literally within the embankment of the LTC south connection road?

What are your feelings about the fact that there will be a section of the A13 around the Orsett Cock roundabout that will drop from 3 lanes to 2, creating a bottleneck?

Are you happy that HE have tried to ‘sell’ the LTC as 3 lanes the entire length, even though it drops to 2 lanes for a section in both directions around the A13 junctions?  Is this acceptable?  Will it cause yet another bottleneck, more congestion, pollution, and potentially accidents?

How will all these junctions and connections be put into place during construction?  Will Orsett be left feeling like it is cut off from the outside world with most of it’s roads in and out of the village being impacted?

Q4e. Do you support or oppose the proposed junction between the Lower Thames Crossing and the M25?
  • Here you have a choice to select from Strongly Support to Strongly Oppose

Are you aware of the new parallel road combined into this junction for the A127?

Are you happy that the current A127 junction (heading north on M25) will be removed?

Do you think there will be confusion at this junction?

Are you happy about the impacts the work on this junction will inflict on you during construction?

Do you think it is acceptable to strand families in their homes (Ockendon Rd, Upminster) between the M25 and the LTC with this junction?

Is it acceptable that one of Bridge Cottages on Ockendon Rd, Upminster will actually be within the embankment of the LTC?

Is the elevation info in the maps correct for North Rd where it will be realigned to go over the LTC?

What will happen to access for residents in Ockendon Rd, Upminster during construction, especially when HE close the section over the railway line (as this work cannot be done offline)?

Where will the buses that use Ockendon Road have to divert to?

What diversion will traffic wanting to access the Corbetts Tey Crematorium have to take?  What impact could this have on people wanting to say their final goodbyes?

What do you think about the fact that there will be a section on the M25 that drops from 4 lanes to 3, creating yet another bottleneck?

Do you feel that cut and cover should be used at the north end of the LTC?

As the fields surrounding the north end of the LTC already struggle with flooding, do you have concerns over flooding at the north end of the LTC towards the M25 junction?

Are you concerned over the destruction of forests in the area, including Thames Chase, The Wilderness, and other woodlands?

How bad to you think things will be on the M25 (all the way up past J29) and actually at and on the A127 during construction of these junctions and roads? What will the impact to local roads from traffic trying to avoid the roadworks during construction?

What will the impacts be when traffic needs to migrate between the M25 and onto the LTC to cross the river due to incidents at the Dartford Crossing or on the M25?

Q4f. Please let HE know the reasons for your response to Q4c-Q4e, indicating which junction or junctions you are referring to, and any other comments you have on the proposed connections of the route north of the crossing.

Consider all the questions that you asked yourself in the questions above!

Plus, do you have concerns on the impact to local roads during construction, as well as when it opens (if it opens) caused by the junctions and connections?

Are you concerned about the air, noise, light, and vibration pollution of these junctions and connections?

Do you have concerns over Emergency Vehicle access, to the LTC and our communities, due to the inadequate connections and extra traffic and congestion this will cause on roads that our emergency services will have to use to attend emergencies on the LTC and in our communities?
